Portland woman faces new charges after alleged assaults on federal law enforcement

Julie Winters, 46, of Portland, appeared in federal court following charges that she assaulted a federal officer and resisted arrest. The incident took place on August 20, 2025, when deputies from the U.S. Marshals Service attempted to arrest Winters for violating her pretrial release conditions related to an earlier charge of assaulting a federal law enforcement officer.

According to court documents, Winters became combative during the arrest attempt and resisted being taken into custody. Deputies eventually handcuffed her and placed her in a holding cell. Shortly after, Winters experienced a medical issue, prompting Deputy U.S. Marshals to provide immediate assistance and remove her restraints while waiting for medical personnel. Once unrestrained, Winters reportedly attacked again by grabbing a deputy by the hair and whipping them around.

Winters was previously indicted on June 24, 2025, for two counts of attempted assault on an officer and intimidation of a federal officer with a dangerous weapon. On that date, officers observed her attempting to ignite an incendiary device near the Immigration and Customs Enforcement (ICE) office guard shack. When confronted by Federal Protective Service officers, she allegedly brandished a large knife from her backpack and waved it at officers before throwing it at one of them without making contact.

As Winters tried to flee the scene, an officer used a taser to subdue her. While being secured by officers, she produced another large knife from her waistband but was ultimately disarmed and arrested.

The United States Marshal Service and the FBI are investigating this case. The prosecution is being handled by the U.S. Attorney’s Office for the District of Oregon.

"A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty," according to authorities.
