A federal grand jury in the Western District of Wisconsin has returned several indictments, according to an announcement from the U.S. Attorney’s Office in Madison. The indictments were issued on September 17, 2025, and cover a range of alleged offenses including child pornography, bank embezzlement, illegal firearm possession, drug distribution, and transporting a minor for sexual activity.
Michael Shu, 25, of Beloit, is accused of producing and receiving child pornography. The indictment states that Shu allegedly persuaded a minor to produce child pornography on two occasions in March 2025 and received such material from the same minor through Discord on four occasions during the same month. If convicted of producing child pornography, Shu faces a mandatory minimum sentence of 15 years and up to 30 years in prison; for receiving child pornography, he could receive between 5 and 20 years. The investigation was conducted by the FBI, Beloit Police Department, and Newport (New Hampshire) Police Department. Assistant U.S. Attorney Julie Pfluger is prosecuting the case.
Sandra Campfield, 67, from Kendall in Monroe County, is charged with embezzling funds while employed at a bank in Elroy between September 2012 and December 2024. She allegedly took money from certificate of deposit accounts belonging to customers for personal use. If found guilty, Campfield could face up to 30 years in prison. The Federal Deposit Insurance Corporation and Juneau County Sheriff’s Office investigated this case; Assistant U.S. Attorney Aaron Wegner is handling prosecution.
Dashun Wheeler Jr., 22, of Janesville faces three counts related to making false statements when purchasing firearms. He is accused of falsely claiming to be the actual buyer on ATF Form 4473 during handgun purchases on three dates in late summer and early fall of 2024 while buying them for others—a practice known as straw purchasing. Conviction carries a maximum penalty of five years’ imprisonment. The Janesville and Beloit Police Departments along with the ATF Madison Crime Gun Task Force investigated; Assistant U.S. Attorney Corey Stephen is prosecuting.
Adam Gurney, 29, also from Janesville, is charged with transporting a minor aged at least sixteen from North Carolina to Wisconsin between August 11-12, 2025 with intent to engage in criminal sexual activity. If convicted he faces a minimum sentence of ten years up to life imprisonment. Investigators included police departments from Janesville and Cherokee (North Carolina), Clay County Sheriff’s Office (North Carolina), with assistance from Rock County District Attorney’s Office; Assistant U.S. Attorney Julie Pfluger is prosecuting.
David A. Davis, age 53 from Reedsburg is indicted for possessing firearms and ammunition as a felon after being found with multiple loaded weapons and ammunition on June 5th this year. He could face up to fifteen years if convicted; Reedsburg Police Department and ATF Madison Crime Gun Task Force conducted the investigation with prosecution by Assistant U.S. Attorney Corey Stephan.
Gabriel Lebron Mejia (also known as “Fernando”), age 26 from Beloit faces charges related to distributing fentanyl (including quantities over forty grams), heroin or cocaine five times between January-August this year; maintaining premises for drug distribution; possessing drugs intended for sale; as well as possessing a firearm during these activities—an offense carrying additional mandatory penalties if convicted alongside drug charges which may result in sentences ranging up to life imprisonment depending on counts proven at trial. Agencies involved include FBI; DEA; ATF Madison Crime Gun Task Force; Rock County Sheriff’s Office; City of Beloit Police Department—Assistant U.S Attorney Steven Ayala will prosecute.
Curtis Perryman aged thirty-nine from Madison stands accused of illegally possessing a firearm as a felon after allegedly having a handgun on July twenty-first this year—a conviction could bring up fifteen years’ incarceration following an investigation by Madison Police Department together with ATF Madison Crime Gun Task Force under prosecution by Assistant U.S Attorney Corey Stephan.
The gun- and drug-related cases are part of Operation Take Back America—a national initiative that uses resources across federal law enforcement agencies including OCDETFs (Organized Crime Drug Enforcement Task Forces) and Project Safe Neighborhoods—to combat illegal immigration impacts, eliminate cartels or transnational criminal organizations (TCOs), and address violent crime within communities.
