A Hillsboro resident, Samuel A. Westcott, 19, appeared in federal court after being charged with assaulting a federal law enforcement officer near the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.
Court documents state that on October 12, 2025, federal officers detained Westcott as she resisted efforts to clear a path for vehicles leaving the ICE facility. During the detention, Westcott physically engaged with officers and kicked one of them several times before being arrested for assaulting a federal officer.
Scott E. Bradford, U.S. Attorney for the District of Oregon, said: "We will not tolerate violence against federal law enforcement officers. Any assault on those who serve and protect our communities is an assault on the rule of law."
Since June 13, 2025, the United States Attorney’s Office has brought charges against 33 individuals for crimes at the ICE building. These charges include assaulting federal officers, failure to comply with orders, and damaging government property.
Westcott was released under certain conditions while awaiting further court proceedings following her initial appearance before a U.S. Magistrate Judge.
If convicted of felony assault on a federal officer, Westcott could face up to eight years in prison.
The complaint is an accusation; Westcott is presumed innocent unless proven guilty in court.
