A Portland resident appeared in federal court following allegations of assaulting a federal law enforcement officer near the U.S. Immigration and Customs Enforcement (ICE) office in South Portland.
Lucy Caroline Shepherd, 28, faces a felony charge for allegedly striking an officer’s arm on October 31, 2025. According to court documents, federal officers were working outside the ICE facility gates to clear the vehicle entrance when the incident occurred. Shepherd was arrested at the scene.
Since June 13, 2025, authorities have charged 38 individuals with federal crimes related to incidents near ICE facilities. The offenses include assaulting federal officers, failure to comply with orders, and damage to government property.
Shepherd made her initial appearance before a U.S. Magistrate Judge and was released under conditions while awaiting further proceedings.
Felony assault of a federal officer carries a potential sentence of up to eight years in prison.
"A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty," officials stated.
