The U.S. House of Representatives has passed five bipartisan bills focused on supporting small businesses, according to a statement released by the House Committee on Small Business. The legislation was approved under suspension, indicating broad support across party lines.
Chairman Roger Williams (TX-25) commented on the passage of the bills, stating: “Today’s votes are a win for Main Street. These bills strengthen rural communities, boost American manufacturing, modernize the SBA, crack down on fraud, and expand opportunities for small businesses in every corner of the country. The House is united in delivering real results for the entrepreneurs who keep the American economy running.”
The five bills include:
H.R. 2066, Investing in All of America Act of 2025, introduced by Rep. Meuser (PA-09), which aims to encourage Small Business Investment Company programs to direct more capital toward manufacturing sectors, rural areas, and technologies important to national defense.
H.R. 3174, The Made in America Manufacturing Finance Act, introduced by Chairman Williams (TX-25), raises the loan limit for small manufacturers through the Small Business Administration’s (SBA) 7(a) and 504 lending programs to $10 million. This measure is intended to help domestic manufacturers access more capital.
H.R. 4491, SBA IT Modernization Reporting Act, introduced by Rep. Cisneros (CA-31), requires the SBA to develop an implementation plan based on recommendations from a Government Accountability Office report. The focus is on improving IT risk management practices, cybersecurity measures, project scheduling processes, and cost estimation methods.
H.R. 4495, SBA Fraud Enforcement Extension Act, introduced by Rep. Downing (MT-02), seeks to address fraud within certain SBA pandemic relief programs by extending the statute of limitations for COVID-19-related fraud and abuse cases involving the Shuttered Venue Operators Grant and Restaurant Revitalization Fund programs from their original period to ten years.
H.R. 4549, Office of Rural Affairs Enhancement Act, introduced by Rep. Goodlander (NH-02), updates and strengthens the Office of Rural Affairs within the SBA by establishing clearer qualifications for its head—the Assistant Administrator—and clarifying responsibilities so that rural small businesses can be better served.
These legislative actions are part of ongoing efforts in Congress to support small business growth and oversight at both local and national levels.
