CFTC announces participants for new CEO Innovation Council focused on derivatives market innovation

Commodity Futures Trading Commission (CFTC) Acting Chairman Caroline D. Pham has announced the first group of participants for the CEO Innovation Council, which will include representatives from exchanges. The council aims to hold public discussions on changes and developments in derivatives market structure.

Acting Chairman Pham stated, “The CFTC continues to lead on groundbreaking initiatives that exemplify responsible innovation with public engagement and expert input. We are building on the success of the CFTC Crypto CEO Forum and the SEC-CFTC Joint Roundtable with our CFTC CEO Innovation Council, specifically focused on market structure developments in derivatives markets such as tokenization, crypto assets, 24/7 trading, perpetual contracts, prediction markets and blockchain market infrastructure. I am grateful to the CEOs who have agreed to share their vision and experience with the Commission as we hit the ground running to prepare for the future and beyond.”

Further details about the CEO Innovation Council will be provided once they are finalized.

Under Pham’s leadership, the CFTC has advanced several innovation efforts related to market structure. These efforts include initiatives like the Crypto CEO Forum, work on prediction markets, perpetual contracts, and 24/7 trading. The agency’s ongoing "Crypto Sprint" is intended to implement recommendations from the President’s Working Group on Digital Asset Markets report through August 2026. This initiative covers areas such as listed spot crypto trading, tokenized collateral and stablecoins, and regulatory rulemaking aimed at enabling blockchain technology use within market infrastructure.
