FTC reports unwanted call complaints down nearly half since FY21

The Federal Trade Commission (FTC) has released its annual National Do Not Call Registry Data Book for Fiscal Year 2025. The report indicates that while the number of complaints about unwanted calls increased compared to last year, these complaints remain significantly lower than in Fiscal Year 2021, when the agency received approximately five million reports.

According to the FTC, "while overall complaints rose in FY 2025, unwanted calls remain about 48% lower than in FY 2021, when the FTC received approximately five million reports about unwanted calls."

The data book details both robocall and live-caller complaints, outlines common topics reported by consumers, and provides a state-by-state analysis of registrations and complaints per 100,000 people. Topics such as debt reduction offers, imposters, and medical or prescription-related issues were among those most frequently reported by consumers during the fiscal year.

The National Do Not Call Registry allows individuals to register their phone numbers to opt out of most legal telemarketing calls. In Fiscal Year 2025, over 4.7 million additional numbers were added to the registry. This brings total active registrations to roughly 258.5 million as of September 30, reflecting an increase of about 1.9% from Fiscal Year 2024 and nearly 6% since Fiscal Year 2021.

Robocalls—calls featuring prerecorded messages—continued to make up the majority of Do Not Call violation complaints despite modest growth in registry participation.

The report also highlights state-level trends. New Hampshire led all states in active registrations per capita, followed by Connecticut, Vermont, Massachusetts, and Kansas. For complaint rates per capita, Arizona ranked highest with 1,028 complaints per 100,000 people; Tennessee (1,017), Nevada (960), Illinois (943), and Florida (933) rounded out the top five.
