Milwaukee woman pleads guilty to preparing hundreds of fraudulent tax returns

A Milwaukee woman has pleaded guilty to aiding in the preparation of false tax returns, according to an announcement by Brad D. Schimel, United States Attorney for the Eastern District of Wisconsin. Jasmeika Simon, 33, admitted to one count of aiding in the preparation of false tax returns in violation of federal law.

Court documents show that Simon worked as a paid tax preparer and filed about 361 federal tax returns electronically with the IRS for the 2021, 2022, and 2023 tax years. Of these, roughly 331 returns showed signs or evidence of fraud. The majority of these filings included false information about business income and losses, household employee wages, or ordinary dividends. They also listed fraudulent refundable credits and payments such as sick and family leave credits, child and dependent care credits, fuel tax credits, IRC Section 1341 credits, and fake income tax withholdings.

These misrepresentations resulted in Simon’s clients receiving larger refunds than they were entitled to receive. This also increased Simon’s commissions. Prosecutors say that through her actions Simon intended a loss to the IRS totaling approximately $3.3 million and caused an actual loss from fraudulent refunds paid out amounting to over $1.8 million. She personally obtained about $234,500 in fees and commissions through this scheme.

Simon faces a maximum sentence of three years in prison and a fine up to $250,000. Sentencing is scheduled before United States District Court Judge Brett H. Ludwig on June 8, 2026.

The case was investigated by IRS Criminal Investigation and is being prosecuted by Assistant United States Attorney Peter J. Smyczek.
