West Haven man receives additional prison time for violating supervised release after drug convictions

A West Haven man has been sentenced to 21 months in prison for violating the terms of his supervised release following a prior drug distribution conviction, according to an announcement from David X. Sullivan, United States Attorney for the District of Connecticut.

Devell Conley, 39, was sentenced by U.S. District Judge Janet C. Hall in New Haven after admitting to multiple violations while on supervised release. Conley had previously received a 78-month prison sentence and three years of supervised release in May 2019 for distributing fentanyl, heroin, and crack cocaine. The original investigation found that he supplied drugs to an adult female shortly before her fatal overdose. He was released from prison in January 2023.

While under supervision, Conley was arrested twice: first by New Haven Police in August 2023 for possession with intent to distribute a controlled substance, and then by West Haven Police in November 2024 for sale of a narcotic substance. He pleaded guilty to both offenses in Connecticut Superior Court and received an 18-month sentence for the West Haven case; sentencing is pending for the New Haven offense.

In addition to these arrests, Conley repeatedly tested positive for controlled substances, possessed a device used to defeat drug tests, failed to inform his federal probation officer about moving residences, and submitted fake paystubs as false proof of employment—each act violating the conditions of his supervised release.

After hearing admissions of these violations, Judge Hall revoked Conley's supervised release and imposed a new sentence without additional supervision upon release. Conley has been held in federal custody since January 29, 2026.
