A Woodbridge resident, Omini Tete Riman, was sentenced to three years in prison for obstructing the Internal Revenue Service (IRS) and failing to file personal tax returns. The sentencing took place in Alexandria, Virginia.
Court documents and evidence from the trial showed that Riman, 60, worked as an information technology specialist and landlord. He filed false individual tax returns for 2013 and 2014, which led to him receiving refunds he was not entitled to.
After receiving these refunds, Riman took steps to prevent the IRS from recovering the money. He transferred his property into a trust to conceal it from authorities, opened bank accounts under the trust’s name where he directed his income, and submitted false documents claiming that the IRS collections officer on his case had personally received over $600,000 from him. If accepted by the IRS, this claim could have put the officer’s job at risk and increased their personal tax liability.
Riman also did not file tax returns from 2018 through 2023 despite earning more than $854,000 during those years. He was required by law to file each year. The total tax loss caused by Riman exceeded $500,000. A jury convicted him in November 2025.
The investigation was conducted by IRS Criminal Investigation and the Treasury Inspector General for Tax Administration. Assistant U.S. Attorney Jordan Harvey for the Eastern District of Virginia and Trial Attorney Daniel Lipkowitz of the Criminal Division’s Tax Section prosecuted the case.
