At the India AI Impact Summit 2026, the United States presented its strategy to promote the adoption of American artificial intelligence technologies among global partners. The U.S. delegation was led by Michael Kratsios, Assistant to the President and Director of the White House Office of Science and Technology Policy. He was joined by Under Secretary of State Jacob Helberg, Under Secretary of Commerce William Kimmitt, and Ambassador Sergio Gor.
During his remarks, Director Kratsios emphasized America's leadership in AI and addressed international cooperation on AI adoption. He highlighted a stance against centralized global governance in favor of national sovereignty over technology choices.
“Real AI sovereignty means owning and using best-in-class technology for the benefit of your people, and charting your national destiny in the midst of global transformations,” said Kratsios. He encouraged nations to seek strategic autonomy through rapid adoption rather than striving for complete self-sufficiency.
Kratsios outlined the purpose behind the American AI Exports Program: “We believe that independent partners are critical to unlocking the prosperity AI adoption can open to all of us. That is why the President launched the American AI Exports Program.” He explained that working with American technologies allows countries to use advanced tools while maintaining control over their sensitive data.
He also spoke against international efforts at centralizing control over AI development: “We believe AI adoption cannot lead to a brighter future if it is subject to bureaucracies and centralized control.”
Kratsios pointed out disparities between developed and developing countries regarding access and deployment of AI systems. He noted that these differences are growing as technology advances quickly, urging developing nations to focus on integrating AI into sectors such as healthcare, education, energy infrastructure, agriculture, and public services.
The summit included announcements about new U.S. initiatives designed to accelerate worldwide use of American-developed AI through export programs. The Trump Administration introduced a comprehensive government approach aimed at supporting these exports, positioning American technology as a leading option for international partners seeking secure solutions.
The event highlighted ongoing efforts by both governments and private sector leaders from around the world to address challenges related to technological advancement and economic development.
