D.C. man receives 17-year sentence for deadly South Capitol Street shooting

Roy Jordan, a 23-year-old resident of Washington, D.C., has been sentenced to 17 years in prison for the shooting death of Gary Love III on November 20, 2023. The announcement was made by U.S. Attorney Jeanine Ferris Pirro.

Jordan pleaded guilty to voluntary manslaughter while armed before Superior Court Associate Judge Rainey Brandt on December 12, 2025. On February 27, 2026, Judge Brandt handed down the sentence of 17 years of incarceration, which is the maximum recommended under the D.C. Voluntary Sentencing Guidelines. After serving his prison term, Jordan will be subject to five years of supervised release.

At the time of the offense, Jordan was on probation in Maryland for a carjacking that occurred in July 2021. He had also previously been sentenced under the Youth Rehabilitation Act in Washington D.C. for a gun possession case.

According to government evidence presented in court, Jordan entered a store on the 4600 block of South Capitol Street, SW at about 9:30 p.m. on November 20, 2023. Shortly after entering the store to make purchases, he ran outside and pointed a firearm at Mr. Love, who was standing outside. A gunfight took place between the two men. Mr. Love was shot in the head and died from his injuries the following morning despite life-saving efforts. During proceedings, Jordan admitted that he acted voluntarily when he shot Mr. Love and did not claim self-defense.

U.S. Attorney Pirro was joined by Interim Chief Jeffery Carroll of the Metropolitan Police Department in making this announcement.

“In announcing the sentence,” U.S. Attorney Pirro stated alongside Interim Chief Carroll, “we commend the work of those who investigated the case from the Metropolitan Police Department.” They also acknowledged Assistant U.S. Attorney Miles Janssen for prosecuting the case.
