Frank Musacchia, a member of the New Orleans District Well Operations Unit, was named Bureau of Safety and Environmental Enforcement (BSEE) Inspector of the Year for Fiscal Year 2025, according to an April 8 announcement. The award is BSEE’s highest recognition for its inspection workforce and honors individuals who demonstrate sustained excellence in supporting the agency’s mission.
The role of BSEE inspectors is critical in ensuring offshore oil and gas operations comply with federal regulations, maintain safety standards, protect wildlife and the environment, and ensure equipment integrity. This year’s award comes after a period marked by significant staffing challenges in the New Orleans District, which increased pressure on inspection teams overseeing one of the country’s most active offshore regions.
Musacchia assumed multiple responsibilities during this time, serving as Accident Investigator, Civil Penalty Coordinator, and Lead Inspector while continuing to conduct offshore inspections. "Honored to be named Inspector of the Year. I’m sincerely thankful to my supervisor and the management involved for recognizing my commitment to this mission, and I’m proud to work alongside the Well Operations Inspection team, whose support and professionalism elevate all of us. This award reflects our shared dedication to safety and the environment," Musacchia said.
Beyond his individual workload, Musacchia mentored newer inspectors by sharing technical knowledge essential for maintaining consistent standards across facilities. Inspectors’ duties include examining safety systems that prevent blowouts or spills; reviewing well operations; evaluating mechanical equipment; verifying adherence to approved procedures; assessing environmental conditions; identifying hazards; issuing Incidents of Non-Compliance; taking enforcement action when necessary—including shutting down unsafe operations.
BSEE inspectors have conducted tens of thousands of inspections at more than approximately 1,300 offshore facilities in recent years—a level of oversight considered vital for safe energy production even when resources are stretched thin. Musacchia’s efforts helped ensure uninterrupted operational continuity during a challenging year.
While only one person receives Inspector of the Year honors annually, BSEE officials note that it reflects a broader commitment among all inspectors who contribute daily—often without public recognition—to worker safety and environmental protection.
