The US State Department published a two page notice on May 31, according to the U.S. Government Publishing Office.

The notice is focused on Delegation of Authorities in Section 101(A)(27)(D) of the Immigration and Nationality Act To Approve Recommendations That Special Immigrant Status Be Granted to Aliens in Exceptional Circumstances and To Find That Granting Such Status Is in the U.S. National Interest.

The State Department is responsibly for international relations with a budget of more than $50 billion. Tenure at the State Dept. is increasingly tenuous and it's seen as an extension of the President's will, ambitions and flaws.
