David Welch, of Virginia, a Career Member of the Senior Foreign Service, Class of Career Minister, to be an Assistant Secretary of State (Near Eastern Affairs), and John B. Bellinger, of Virginia, to be Legal Adviser of the Department of State, who were introduced by Senator Warner, after the nominees testified and answered questions in their own behalf.
