MILITARY CONSTRUCTION AND VETERANS AFFAIRS AND RELATED AGENCIES APPROPRIATIONS ACT, 2012
Committee on Rules: The Committee granted, by voice vote, an open rule providing for consideration of H.R. 2055, Military Construction and Veterans Affairs and Related Agencies Appropriations Act, 2012. The rule provides one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations. The rule waives all points of order against consideration of the bill. The rule waives points of order against provisions in the bill for failure to comply with clause 2 of rule XXI. Under the Rules of the House the bill shall be read for amendment by paragraph. The rule provides that the bill shall be considered for amendment under the five-minute rule. The rule authorizes the Chair to accord priority in recognition to Members who have pre-printed their amendments in the Congressional Record. The rule requires the Chair to put the question on retaining Title II (Department of Veterans Affairs) prior to putting the question on engrossment and third reading. The rule provides one motion to recommit with or without instructions. Finally, the rule directs the Clerk, in the engrossment of H.R. 2055, to make technical and conforming changes in the event a portion of the bill is not retained. Testimony was heard from Rep.
