Committee on House Administration: Ordered reported the following measures: H.R. 5493, To provide that the usual day for paying salaries in or under the House of Representatives may be established by regulations of the Committee on House Administration; H. UNITED STATES FIRE ADMINISTRATION REAUTHORIZATION ACT OF 2007
Committee on Rules: Granted, by voice vote, a structured rule providing for consideration of H.R. 4847, the ``United States Fire Administration Reauthorization Act of 2008.'' The rule provides 1 hour of general debate equally divided and controlled by the chairman and ranking minority member of the Committee on Science and Technology.
The rule waives all points of order against consideration of the bill except those arising under clause 9 or 10 of rule XXI. The rule provides that, in lieu of the amendment in the nature of a substitute recommended by the Committee on Science and Technology now printed in the bill, the amendment in the nature of a substitute printed in part A of the Rules Committee report shall be considered as an original bill for purpose of amendment and shall be considered as read. The rule waives all points of order against the amendment in the nature of a substitute printed in part A of the report except those arising under clause 10 of rule XXI.
The rule makes in order only those amendments printed in part B of the Rules Committee report. Amendments so printed may be offered only in the order printed in the report, may be offered only by a Member designated in the report, shall be considered as read, shall be debatable for the time specified in the report equally divided and controlled by a proponent and an opponent, shall not be subject to amendment, and shall not be subject to a demand for division of the question in the House or in the Committee of the Whole.
The rule provides one motion to recommit with or without instructions. Finally, notwithstanding the operation of the previous question, the Chair may postpone further consideration of the bill to a time designated by the Speaker. Testimony was heard from Representatives Mitchell and Gingrey.

SUBPOENAS TO EPA; CURBING SOARING AVIATION EMISSIONS
Select Committee on Energy Independence and Global Warming: Approved a resolution authorizing the Select Committee to issue subpoenas to the EPA as necessary to obtain the EPA's draft regulations and finding of
``endangerment,'' from motor vehicle emissions as provided under the Clean Air Act regulatory and in response to the regulatory and in response to the Massachusetts v. EPA decision.
The Select Committee also held a hearing entitled ``From the Wright Brothers to the Right Solutions: Curbing Soaring Aviation Emissions.'' Testimony was heard from Dan K.
