Gess, Associate Deputy Attorney General, Department of Justice; the following officials of the Northern Mariana Islands: Pedro P. Tenorio, Governor; Paul Manglona, President of the Senate and Diego T. Benavente, Speaker, both with the Legislature; and Juan N. Babauta, Resident Representative of the Islands; and public witnesses.
