The Federal Reserve Board on Friday announced its approval of the proposal by Morgan Stanley, New York, New York, to acquire up to 9.9 percent of the voting shares of Chinatrust Financial Holding Company, Ltd., Taipei, Taiwan, and thereby increase its indirect interest in Chinatrust Bank (U.S.A.), Torrance, California.
