“The Administration's energy plan is available to the public for anyone to review and the Administration has provided 36,000 additional pages of documents relating to its development. To allow further discovery into the advice provided by the President’s closest advisers would upset the ability of the President and Vice President to effectively develop strong national policy.” 03-690
