Gonzales announced today the appointment of three senior members of the Justice Departments staff. Theodore Ullyot has been appointed Chief of Staff, Kyle Sampson has been appointed Deputy Chief of Staff and Counselor to the Attorney General, and Raul Yanes has been appointed Senior Counselor to the Attorney General.
Theodore W. Ullyot joins the Office of the Attorney General from the White House, where he has served as Deputy Assistant to the President and Deputy Staff Secretary since 2004. From 2003 to 2004, he served as Associate Counsel to the President. Prior to joining the Administration, Ullyot was Senior Vice President and General Counsel of AOL Time Warner Europe, and was an associate and then a partner at Kirkland & Ellis in Washington, D.C. Ullyot clerked for U.S. Supreme Court Justice Antonin Scalia during the 1995-1996 term, and for Judge J. Michael Luttig of the U.S. Court of Appeals for the Fourth Circuit from 1994 to 1995. He graduated with honors from the University of Chicago Law School and received his undergraduate degree, magna cum laude, from Harvard College.
D. Kyle Sampson has served at the Department of Justice as a Counselor to the Attorney General since 2003, and he currently serves as a Special Assistant U.S. Attorney in the Eastern District of Virginia. Prior to joining the Department, Sampson served in the White House as Associate Counsel to the President and as Special Assistant to the President and Associate Director for Presidential Personnel. From 1999 to 2001, Sampson served as Counsel to Senator Orrin G. Hatch on the Senate Judiciary Committee, and he taught as an Adjunct Professor at George Mason University Law School during the 2000-2001 school year. Before entering public service, Sampson practiced law at the Salt Lake City law firm of Parr Waddoups Brown Gee & Loveless and clerked for Judge Karen J. Williams of the U.S. Court of Appeals for the Fourth Circuit. Sampson earned his law degree, with honors, from the University of Chicago Law School, where he served as Articles Editor of the University of Chicago Law Review. He earned his undergraduate degree from Brigham Young University.
Raul F. Yanes has served as Associate Counsel to the President since 2003. Prior to joining the Administration, he was a partner at the New York City law firm of Davis Polk & Wardwell, where he was a litigation associate from 1993 to 1999 and a partner from 1999 to 2003. Yanes clerked for Judge John L. Coffey of the U.S. Court of Appeals for the Seventh Circuit from 1991 to 1993. He earned his law degree, cum laude, from Harvard Law School, and his undergraduate degree, summa cum laude, from Dartmouth College. 05-064
