EM’s Carlsbad Field Office (CBFO) recently awarded the Waste Isolation Pilot Plant (WIPP) prime contractor nearly $10.9 million, or 67% of the available fee for the fiscal 2021 performance evaluation period, which ended Sept. 30.
“I carefully considered the contractor’s performance in five areas of the fiscal year 2021 performance evaluation measurement plan in determining the fee award,” Reinhard Knerr, the CBFO manager and fee determination official, said of Nuclear Waste Partnership (NWP).
NWP earned about $7.6 million of the more than $10.9 million in performance-based incentives available; and about $3.3 million of the nearly $5.3 million in fee available for the subjective portion of the award.
The contractor received a “very good” rating for regulatory compliance, “good” ratings for quality and management performance, and “satisfactory” ratings for schedule and cost control performance.
NWP’s accomplishments and strengths in fiscal 2021, according to the fee determination scorecard, included:
- Waste certification, transportation and disposal operations, and plant and equipment availability to support shipping demands.
- Progress in the construction of line-item capital asset projects.
- Demonstrated mine safety improvements.
- Improved contractor assurance system practices.
- Comprehensive COVID-19 operating plan to continue mission essential operations while maximizing telework for workforce.
- Improve baseline development and execution to improve cost control, schedule and risk management performance.
- Increase rigor in work planning and work control processes.
- Improve procedural quality and compliance.
- Improve configuration management and design control.
- Institute integrated subcontract management in executing capital asset project baselines.
- Ensure corrective actions to prevent further injuries are sustained.
