Washington D.C- Energy and Commerce Republican Leader Cathy McMorris Rodgers (R-WA) released the following statement after President Joe Biden signed H.R. 1899, the “Ensuring Compliance Against Drug Diversion Act of 2021," led by Representative Morgan Griffith (R-VA).
“I applaud and thank Representative Griffith for his leadership on this bipartisan solution that was signed into law today. To help prevent diversion of prescription opioids, the legislation requires the written consent of the Attorney General before the transfer of any registration to manufacture, distribute, or dispense controlled substances. H.R. 1899 also requires the termination of a registration when a registrant dies, discontinues business, or surrenders the registration. This is an important step to stop opioid abuse and prevent those who have not been properly vetted by the authorities from dispensing controlled substances. It’s work we should build upon to combat the frightening reality of record-high overdose deaths, including by taking immediate action to permanently schedule fentanyl analogs in Schedule I."
H.R. 1899 amends the Controlled Substances Act to provide statutory authority for the modification, transfer, and termination of a registration to manufacture, distribute, or dispense controlled substances. It passed the U.S. House of Representatives on April 15, 2021. It passed the Senate on Oct. 26, 2021.
