This article by Transportation and Infrastructure Committee Chairman Bill Shuster (R-PA) appears in the next issue of The Air & Space Lawyer.

In his article, Chairman Shuster makes the case for long overdue air traffic control (ATC) reform under the 21st Century AIRR Act (H.R. 2997), based on the United States’ history of failed ATC modernization efforts and the unacceptability of continuing to settle for the status quo.
