Four Arrested in Fresno for Drug Conspiracy

Fresno, Calif. - Today, the Federal Bureau of Investigation (FBI) Sacramento Field Office Special Agent in Charge Monica Miller and Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) San Francisco Field Division Special Agent in Charge Joseph M. Riehl announced the arrest of six Fresno residents for alleged violations of federal law related to their roles in a drug conspiracy.

Keith Foster, 51, was arrested for conspiracy to distribute and/or possess with the intent to distribute oxycodone, heroin, and marijuana.

Rafael Guzman, 41, was arrested for conspiring with Keith Foster to distribute and/or possess with the intent to distribute heroin.

Randy Flowers, 48, was arrested for conspiring to distribute and/or possess with the intent to distribute oxycodone.

Jennifer Donebedian, 35, was arrested for conspiracy to distribute and/or possess with the intent to distribute marijuana.

The arrests are a product of an ongoing, year-long, joint investigation conducted by the FBI and ATF.

Criminal complaints are only allegations; defendants are presumed innocent until and unless proven guilty beyond a reasonable doubt.
