Philadelphia, PA - On April, 23rd, at approximately 6:15am, members of the U.S. Marshals Eastern Pennsylvania Violent Crimes Fugitive Task Force, arrested Victor Yan, 26. Yan was wanted by the Philadelphia Police Department on charges of homicide in relation to an October 2018 stabbing which occurred at 10th and Race Street. An arrest warrant was issued for Yan on February 20th, 2019. The U.S. Marshals Fugitive Task Force in Philadelphia then adopted the case and began a fugitive investigation.
Late Monday night, Deputy Marshals in Philadelphia developed information Yan may be hiding with an associate in the 6700 block of Woodland Avenue. At 6:15am, on Tuesday, Federal Marshals and Philadelphia Homicide Detectives executed a search warrant at Yan’s suspected residence. As Marshals entered the property, Yan attempted to escape by climbing onto the rooftop. A brief standoff ensued and Yan eventually surrendered to police. Yan was then transported to the Philadelphia Homicide Unit for processing.
The two month investigation included members of the Marshals Fugitive Task Force in Philadelphia and also members of Marshals Capital Area Regional Task Force in Norfolk Virginia. Robert Clark, Supervisory Deputy U.S. Marshal stated, “This was a horrific and senseless act of violence. I am hoping the victim’s family can now have some closure knowing Yan is in custody."
The Eastern Pennsylvania Violent Crimes Fugitive Task Force is a team of law enforcement officers led by U.S. Marshals in Philadelphia and the surrounding counties. The task force’s objective is to seek out and arrest violent crime fugitives. Membership agencies include the Philadelphia Police Department, Pennsylvania State Parole Officers, Pennsylvania State Police, Pennsylvania Attorney General Agents, and Bucks County Sheriffs.
