Concord, NH - Early this morning, “Fugitive of the Week," Samuel Jeff Warren, 31 years-of-age of Rochester was found hiding in a locked closet. Mr. Warren had been wanted on multiple outstanding arrest warrants, including a Strafford County warrant for bail violations/failure to appear on an original narcotics offense, as well as multiple district court warrants for resisting arrest or detention, assault and failing to pay restitution on a theft offense.
Warren had been featured as the “Fugitive of the Week" on Oct. 16, 2019. This feature was aired on WTPL-FM, WMUR-TV, The Union Leader, The Nashua Telegraph, The Patch, Foster’s Daily Democrat, Manchester Information, the Manchester Ink Link, the Rochester Voice and prominently featured on the internet. The “Fugitive of the Week" continues to be a very successful tool that has resulted in the location and arrest of numerous fugitives since its implementation in 2007. Additionally, the “Fugitive of the Week" is distributed statewide to all law enforcement officers.
After the feature was aired, the U.S. Marshals Service received several tips pointing to the Rochester, NH area. The NH Joint Fugitive Task Force was able to develop additional information pointing to an associate’s apartment on Brochu Court in Rochester. After searching the apartment and not locating Mr. Warren, three adjacent storage closets were checked, which led to the discovery of one of the closets being locked and noticeably occupied. Mr. Warren refused to open the closet door and it was forced open, at which time Mr. Warren was arrested without further incident.
Warren was transported to the Strafford County Jail for processing, and is being held pending his initial court appearances at a later date.
This arrest was made with the cooperative support of several members of the U.S. Marshals - N.H. Joint Fugitive Task Force including, members from the Belknap, Hillsborough, Strafford, & Rockingham County Sheriff’s Offices, along with several officers from the Rochester Police Department.
Since the inception of the New Hampshire Joint Fugitive Task Force in 2002, these partnerships have resulted in over 7,751 arrests (Updated as of 07/25/2019). These arrests have ranged in seriousness from murder, assault, unregistered sex offenders, probation and parole violations and numerous other serious offenses. Nationally the United States Marshals Service fugitive programs are carried out with local law enforcement in 94 district offices, 85 local fugitive task forces, 8 regional task forces, as well as a growing network of offices in foreign countries.
