The Biden administration has not as of yet created a speech outlining the administration's China policy as part of their larger National Security Strategy plan. The administration has, however, created an interim national security strategic guidance document.
China expert Bill Bishop anticipates the speech to be made in the near future by Secretary of State Anthony Blinken, a recent release on Sinocism.com said.
"We may finally get a high-level speech laying out the Biden China strategy," Bishop said in the release. "I am hearing Secretary of State Blinken will soon give the administration's China strategy speech, as part of the public rollout of National Security Strategy (NSS). Such a speech has been rumored before, to be given by National Security Advisor [Jake] Sullivan last September/October, then to be given by Biden himself around Thanksgiving, but I think this time the speech really may happen. The NSS release is already almost four months later than the Trump administration's December 2020 release of their strategy."
Despite the lack of a recent statement, the Biden administration published a report on China titled "Interim National Security Strategic Guidance" in March of last year.
"We face a world of rising nationalism; receding democracy; growing rivalry with China, Russia and other authoritarian states; and a technological revolution that is reshaping every aspect of our lives," the report said.
