The National Institute of Standards and Technology, an agency of the Commerce Department's Technology Administration, has presented its 2000 Edward Bennett Rosa Award to Belinda L. Collins, director of the Office of Standards Service.

Collins is recognized for outstanding contributions toward strengthening the U.S. standards and conformity assessment communities, enhancing national goals regarding commerce and trade. She successfully brought public and private-sector interests together to create a national standards strategy and implemented the National Technology Transfer and Advancement Act by coordinating standards and conformity assessment activities within the federal government, the private sector, and state and local governments.

Collins also has effectively chaired the Interagency Committee on Standards Policy and Standards Advisory Committees for both NIST and the Commerce Department.

Established in 1964, the Rosa Award recognizes outstanding achievements in the development of meaningful and significant standards of practice in the measurement field.
