CLARKSBURG, WEST VIRGINIA - Celot Jay Carr, Jr., 38, of Washington, D.C., was sentenced today to 27 months in prison for failure to update his sex offender registration after relocating to West Virginia, United States Attorney William J. Ihlenfeld, II, announced today.
In December 2006, Carr was convicted of “Second Degree Child Abuse" in the District of Columbia Superior Court for engaging in sexual activity with a minor. As a result, Carr is required to register as a sex offender. Upon his release, Carr registered with the District of Columbia Sex Offender Registry. Carr failed to update his sex offender registration when he subsequently relocated from Washington D.C. to Westover, West Virginia.
Carr pled guilty in November 2014 to one count of “Failure to Update Sex Offender Registration" following a U.S Marshals Service and West Virginia State Police investigation.
Assistant U.S. Attorney Shawn Morgan prosecuted the case on behalf of the government.
U.S. District Judge Irene M. Keeley presided.
