Dugan: 'We will not allow any crime against children to go unpunished'

A West Virginia man has been sentenced to four years and six months in prison for accessing with the intent to view child pornography.

Raymond Dugan, 55, was sentenced Oct. 27, according to a Nov. 1 U.S. Immigration and Customs Enforcement news release. Dugan must also serve five years of supervised release and register as a sex offender.

“This sentence is a great example of what can be accomplished when federal and local law enforcement agencies work in collaboration,” Acting Special Agent in Charge Derek Gordon of Homeland Security Investigations Washington, D.C., said in the release. “Today, HSI and our law enforcement partners sent an important message to all predators. We will not allow any crime against children to go unpunished. HSI, working with our law enforcement partners, will continue to aggressively protect children by diligently investigating online sexual offenses, especially those involving minors.”

HSI Charlestown executed a search warrant on Dugan's home in the Logan, W.V., area after tracing an IP address used to access a website known to share child sexual abuse and exploitation materials, according to the release. The investigation revealed 1,237 images on Dugan's laptop computer, some of which "depicted prepubescent minors subjected to sadistic and machoistic conduct or other depictions of violence."

Dugan’s case was part of the nationwide initiative Project Safe Childhood launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse, the release said.
