The United States will again vote against this resolution. We urge others to do the same.
We have numerous concerns with this resolution, including language that seeks to prescribe actions for institutions that are independent from the United Nations, such as the International Monetary Fund and the World Bank; a problematic reference to “unilateral economic, financial, or trade measures;” and calls for technology transfer not on both a voluntary basis and on mutually agreed terms. As in prior years, it contains unacceptable reference to “foreign occupation.”
