DOE Awards a Non-Competitive Financial Assistance Grant to the Environmental Research Institute of the States

Today, the Department of Energy (DOE) is awarding a non-competitive financial assistance grant to the Environmental Research Institute of the States to conduct work through the Interstate Technology and Regulatory Council (ITRC).

The funds will assist ITRC in increasing state regulators’ understanding and confidence in innovative technologies/approaches; producing guidance documents and training that are used by environmental professionals across the country; fostering integration of new technical developments within existing regulations; and creating networks of technical experts for use by states when making regulatory decisions on innovative environmental technologies/approaches.

This grant will also facilitate the creation of technical teams that produce guidance documents on pressing environmental issues; presentation of a wide variety of online and in-person classroom training courses; engagement of the states regarding acceptance of new environmental remediation approaches; and education of ITRC members and the broader environmental community on innovative environmental approaches.

ITRC’s teams, publications, and training programs directly benefit DOE. For example, ITRC technical and guidance documents are widely used as references by federal and contractor staff across the DOE complex. These documents cover topics that are critical to most DOE sites, such as optimization of pump and treat systems, advancements in passive environmental sampling technologies, and best practices in environmental data management. They also provide up-to-date information on important developing issues, such as the environmental behavior, impacts, and remediation of per- and polyfluoroalkyl substances (PFAS) and other contaminants of emerging concern. Furthermore, the training ITRC offers to state regulators is intended to improve regulators’ understanding and acceptance of new and developing environmental technologies/approaches that DOE may wish to implement to accelerate cleanup and reduce the cost of site remediation, monitoring, and closure.

The total estimated value of the grant is $2,500,000 for five years from December 19, 2022, through December 18, 2027.
