Congresswoman Rosa DeLauro (D-CT), Chair of the House Appropriations Committee, delivered the following remarks at the Committee's markup of the Report on the Suballocation of Budget Allocations for fiscal year 2023, known as 302(b)s:
Our first order of business is to consider the Suballocation of Budget Allocations for Fiscal Year 2023, also known as the "302(b)’s."
The topline funding allocated this year is $1.6 trillion, which is consistent with the deeming resolution adopted by the House this month and with President Biden’s budget request.
These suballocations reflect our commitment to a framework for the upcoming fiscal year with three critically distinct components. First is the funding to better meet the developing health care needs of our veterans that they so desperately need and have earned. Second, investments in Nondefense Discretionary Programs that build on last year’s successes and continue to make up for the shortfalls under the years of statutory caps. And third, responsible investments in defense spending to continue to improve the working and living conditions of our military, to address important defense-related environmental concerns, and to improve our national security.
The investments we are making in the American people are needed to meet the moment. This funding will help people in profound and enduring ways and will help us build a nation and a world where every person - regardless of background - can succeed and flourish.
