The Bureau of Safety and Environmental Enforcement announced today the selection of James Fletcher as BSEE’s first Source Control Support (SCS) Coordinator.

Fletcher, a petroleum engineer with more than 12 years of experience at BSEE, will provide technical assistance and regulatory expertise regarding source control activities in the event of an oil spill on the Outer Continental Shelf.

“James will be BSEE’s dedicated expert on all things related to source control from a federal safety and environmental protection perspective,” said Kevin Sligh, BSEE Director. “As the SCS Coordinator, Fletcher will not only collaborate with federal partners but also with the offshore energy industry’s source control support entities and serve as the government’s principal advisor in the event of a loss of well containment event or a pipeline breach in federal water.”

During an offshore oil spill, BSEE works alongside its federal partners to control the source of the spill and mitigate its effects. The SCS Coordinator role will facilitate consultations, knowledge integration, and consensus from government agencies, academic and research institutions, and industry for source control issues.

“This new SCS Coordinator position will give BSEE enhanced awareness of the offshore oil and gas industry’s possible source control challenges,” said Bryan Domangue, BSEE Gulf of Mexico Region Director. “James will be instrumental in BSEE’s efforts to stay abreast of technological advancements and issues related to well control, and ensure our workforce is well trained to assess and manage future source control challenges.”

Fletcher’s experience includes working in BSEE’s Gulf of Mexico Region Pipeline Section, serving as the Chief of BSEE’s Production Operation Support Section, developing advanced subsea leak detection strategies, and serving as a technical advisor for BSEE’s Gulf of Mexico Region on Subsea Containment Operating Plans.
