The following Stakeholder Message was published by the U.S. Department of Agriculture Animal and Plant Health Inspection Service on April 21, 2021. It is reproduced in full below.

The U.S. Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) published a Federal Register notice on March 8, 2021, reopening the comment period for the Advance Notice of Proposed Rulemaking (ANPR) regarding whether to establish regulations for the movement of certain animals modified or developed using genetic engineering. USDA welcomes your comments on this ANPR through May 7, 2021.

Under the contemplated regulatory framework described in the ANPR, USDA would establish flexible, forward-looking, risk-proportionate, science-based regulations that provide a predictable pathway to commercialization for certain farm animals (cattle, sheep, goats, swine, horses, mules, or other equines, catfish, and poultry) developed using genetic engineering intended for agricultural purposes. If you would like to submit a comment, you may do so through May 7, 2021, at our online comment portal: https://www.regulations.gov/docket/APHIS-2020-0079/document
