The U.S. Bureau of Reclamation (BOR) announced it has chosen Edward Frazar, P.E., to head the Civil Engineering Services Division 2 to lead three groups for the organization’s Technical Services Center (TCS).
“The Technical Service Center provides unparalleled engineering and science services supporting Reclamation’s mission of delivering reliable water and power supplies to the West, David Raff, chief engineer for the (BOR) said in the April 18 announcement of the appointment. "Ed will continue TSC’s customer service-focused activities and provide new and innovative leadership ensuring cost-effective engineering solutions to western water needs,”
The 565 scientists, engineers and other staff of the TSC operate a world-class materials and hydraulic engineering laboratory to provide innovative solutions to water- and power-resource issues, according to the TSC’s website.
Frazar began in his position as chief of the Civil Engineering Services Division 2 on April 9. Frazar will lead three groups within the TCS, according to the release: the Three Waterways and Concrete Dams Groups specialize in structural, hydraulic, and risk analyses; and evaluations and designs of concrete dams, spillways and outlet works; the Construction Management and Specifications Group provides a full range of construction management and specifications development and coordination services; and the Estimating Services Group prepares planning level, final-design level and independent government cost estimates for the BOR's heavy civil and specialized mechanical and/or electrical construction, according to the release.
“Ed brings a broad range of civil engineering and leadership experience to this position,” TSC Director Dick LaFond said in the news release. “He has a sound understanding of Reclamation and the work performed by the TSC in support of its mission.”
Frazar’s LinkedIn profile reports that he has worked at the Bureau of Reclamation for more than 11 years, primarily as Civil Engineer – Construction Management and Specifications Group Manager. Before joining the Bureau of Reclamation, he worked as a chief engineer with the Colorado Division of Wildlife.
