Texas Land Commissioner is 'not a fan' of the Biden administration's plan to lease Gulf Coast waters for wind farms

Texas Land Commissioner Dawn Buckingham wrote she is "not a fan" of the Biden administration's effort to promote wind farms off the Texas coast. Her July 27 post on X, formerly Twitter, was in response to two Texas legislators who also expressed concerns over the Biden plan.

"I have serious concerns about this project. Texans deserve reliable and dispatchable energy," Buckingham said on X. "You could say I’m not a 'fan.'"

The concern of the Texas officials came after the Biden administration announced that it was going to push ahead with a plan to lease almost 200,000 acres off the Texas Gulf Coast to be used to develop offshore wind energy, according to a July 20 news release from the U.S. Department of the Interior.

The areas will be auctioned off by the U.S. Department of Interior's Bureau of Ocean Energy Management Aug. 29, the release said.

“The Gulf of Mexico is poised to play a key role in our nation’s transition to a clean energy future," BOEM Director Elizabeth Klein said in the release.

The DOI's announcement led two Texas state senators to raise objections to the planned auction. One of them, Sen. Drew Springer, pointed out the DOI might face some problems in implementing its plan, according to a July 27 post on X.

"Biden may want to put them in federal waters, but remember the cables have to come through Texas controlled waters," Springer said on X.

Sen. Mayes Middleton, whose Galveston senatorial district is close to the propose offshore leases, also spoke out against the Biden plan on X

"Biden’s wind boondoggle puts nearly $900 billion of ship channels economic impact at risk and will destroy grid frequency in our grid," Middleton said in his X post. "They made a bad plan worse by moving it closer to Galveston Island."

Middleton had previously filed a bill that would have prohibited the Land Office from approving any permits for the project. He wrote on X that "I'm going to refile the bill to stop" the permits. Springer supported him, writing, "I join @mayes_middleton in urging @DrBuckinghamTX & @TXGLO to deny permits & access."

The Texas Legislature is currently not in session. However, Texas Gov. Gregg Abbott indicated he might call a special session on school choice as soon as October. If he chooses to, he could also include the issue of permitting cables for the offshore wind farms to the call. Springer believes "Governor [Abbott] should add Mayes [Middleton's] bill to the call," according to an X post.

It is unclear at this point how the opposition in Texas to the Biden Administration's plan will affect the Aug. 29 auction.
