On August 29, 2023, the U.S. Department of the Treasury released proposed rules and FAQs related to the Inflation Reduction Act's implementation across America, which focuses on clean energy job incentives and prevailing wage requirements.
"President Biden’s Investing in America agenda is focused on ensuring that we’re creating jobs with good pay and expanded opportunities and that American workers have the skills they need to get ahead," Yellen said. "The Inflation Reduction Act is spurring historic investments in clean energy across the country, and today’s announcement will make sure we have skilled workers ready to take advantage of the jobs being created. "
According to the press release issued on Aug. 29, 2023, the U.S. Department of the Treasury and the IRS have released proposed rules and FAQs for the Inflation Reduction Act's clean energy provisions. These rules are aimed at ensuring clean energy jobs are well-paying and diverse.
The Inflation Reduction Act introduced prevailing wage and registered apprenticeship requirements for various clean energy tax incentives, including those for wind, solar, and carbon capture projects. Compliance with these requirements can lead to enhanced credits or deductions up to five times the regular amount.
This guidance marks the conclusion of the first phase of implementing the Inflation Reduction Act's clean energy provisions, offering clarity, incentivizing worker-centric practices, and streamlining compliance. It also introduces new rules for correcting failures to meet these requirements and encourages the use of qualifying Project Labor Agreements in the clean energy sector.
“Today, we’re proud to announce that the Biden-Harris administration’s focus on putting workers squarely at the center of its economic agenda extends to incentivizing good jobs for workers in our tax system,” Acting Secretary of Labor Julie Su said. “These policies will increase apprenticeship in the clean energy economy, and the prevailing wage requirements will ensure that more people doing this work are getting the fair wages they deserve. This will create opportunities for workers to thrive in a critical industry while also meeting the President’s climate goals and securing our energy future.”
