DOE allocates $400 million for states to enhance building energy efficiency, reduce costs for consumers, and bolster the climate resilience of buildings

The U.S. Department of Energy (DOE) has announced that it will be allocating $400 million in funding to states and territories to enhance building energy efficiency, reduce costs for consumers, and bolster the climate resilience of buildings. This funding, made available through President Biden's Investing in America Agenda, aims to help states adopt and implement the latest building energy codes and zero energy codes, ultimately saving consumers up to $178 billion over the next 30 years.

The DOE unveiled program guidance and initiated the application process for distributing the funding on September 19, 2023. The funding, provided by the Inflation Reduction Act, will support the integration and execution of building energy codes. The funding will be divided into two categories: $240 million for the adoption and implementation of the 2021 International Energy Conservation Code (IECC) for residential buildings and the ANSI/ASHRAE/IES Standard 90.1–2019 for commercial buildings, and $160 million for the adoption and implementation of zero energy provisions within the 2021 IECC or other equivalent energy-saving codes.

U.S. Secretary of Energy, Jennifer M. Granholm, highlighted the importance of revitalizing and fortifying existing infrastructure in the transition to a clean energy economy. She stated that the funding will ensure that states and local communities have the necessary tools to increase the performance and overall health of buildings through energy codes, improving infrastructure across the country and benefiting local communities' health and well-being.

The Office of State and Community Energy Programs, under the DOE, will be responsible for managing this initiative. The goal is to equip nonprofits, industry leaders, and states with the capabilities required to execute energy efficiency projects for decarbonizing buildings and launching inclusive workforce training programs. States will receive assistance in adopting, implementing, enforcing, and gauging compliance with designated building energy codes, while also focusing on workforce education and enhancing local capabilities.
