U.S. Chamber of Commerce backs bipartisan bill to expedite cargo screenings

The bill proposes specialized roles within Customs and Border Protection (CBP) for assessing cargo.

According to a press release issued by the office of Representative Juan Ciscomani (R-AZ-06), on October 19, United States Representative Vicente Gonzalez (D-TX-34) and Republican Juan Ciscomani (R-AZ-06) submitted the Border Enforcement, Security, and Trade (BEST) Facilitation Act. This bill is a bipartisan endeavor to speed up cargo checks at ports of entry in the United States. 

Rep. Ciscomani said in a statement that "the addition of image technicians at our ports of entry will allow CBP officers to review what's coming through in a more thorough manner."

The BEST Trade and Export Promotion Act was given the go-ahead for passage by the United States Chamber of Commerce as well. The Vice President of Immigration Policy for the organization, Jon Baselice, issued a statement in support of the bill, saying that "The BEST Facilitation Act not only will enhance the federal government's inspection capabilities and help uncover more criminal activity at our ports, but it will also significantly improve the processing efficiency at our ports of entry because law enforcement agents will be able to make more-informed inspection decisions in real time." Baselice's statement was included in the organization's statement of support for the bill. He made a vehement recommendation that advocates for this bill be found in Congress. 

The duty of "image technician" is established in the Act to review cargo scans, while the role of "supervisory image technician" is defined to oversee complex cases and communicate with the National Targeting Center, as stated in a press release issued by Representative Ciscomani. 

In a news statement that Ciscomani issued, they noted a comment made by Congressman Gonzalez in which he emphasized the importance of increasing funds for CBP in order to solve staffing concerns and improve border security.
