President Joe Biden's budget for the fiscal year 2025 proposes a $33 billion increase in funding for the Department of Veterans Affairs (VA). The total request stands at $369.3 billion, marking a 10% increase from the previous year.

The Department of Veterans Affairs, in its press release, outlined that the new budget aims to make significant investments in improving mental health outcomes for veterans, supporting women veterans, and providing care to those exposed to toxins during their service. Since the implementation of the Unity Agenda, the VA has expanded healthcare and benefits to millions of veterans who have been exposed to toxins and other hazards while serving. Furthermore, the Unity Agenda has assisted in securing stable households for over 40,000 veterans in both 2022 and 2023.

The PACT Act represents a significant expansion of VA healthcare for American veterans. The War Toxic Exposures Fund, managed by the VA, is dedicated to delivering healthcare to veterans exposed to hazards during their service. For 2025, this fund has an allocation of $24.5 billion to continue expanding care for veterans affected by toxins. The proposed budget also earmarks $135 million for VA research programs aimed at promoting healthcare and suicide prevention among veterans. The press release also stated that an investment of $17 billion will be made to expand access to quality mental health care for veterans while reducing costs.

"Veterans, their families, caregivers, and survivors deserve the very best health care and benefits that this country has to offer — and President Biden’s proposed budget will help us deliver exactly that," said VA Secretary Denis McDonough. McDonough added: "With these investments, we at VA can continue delivering more care and more benefits to more Veterans than ever before in our nation’s history."
