The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) has imposed sanctions on Nicaragua's Attorney General, Wendy Carolina Morales Urbina, for her role in supporting oppression. Urbina is alleged to have played a part in the Ortega-Murillo regime's repression against civilians.

In response to anti-government protests in Nicaragua, the Ortega-Murillo regime initiated a violent crackdown on protestors and began arresting political opponents with differing views. According to a press release by the Department of the Treasury, outspoken members of the media were also forced into exile. The release identifies Urbina as a key player in the regime's unjust persecution and repression. Appointed as Attorney General of the Republic of Nicaragua in 2019, she is held responsible for enabling the regime to seize property from independent media outlets and political prisoners, as well as thousands of non-governmental organizations, in an effort to suppress freedom of association.

Urbina's appointment as Attorney General by the Ortega-Murillo regime was reportedly in violation of Nicaraguan law due to her lack of the required 10 years' experience prior to being appointed. She is accused of misrepresenting events in Nicaragua at international forums, denying human rights violations while claiming that the government is a victim. As a result of the sanction, all property and interests belonging to Urbina that are under U.S. jurisdiction are now restricted.

Under Secretary of the Treasury for Terrorism and Financial Intelligence, Brian Nelson said: "The Attorney General of Nicaragua, in concert with the Ortega-Murillo regime, has exploited her office to facilitate a coordinated campaign to suppress dissent by seizing property from government political opponents without a legal basis." He further added: "The United States reiterates its enduring support for the Nicaraguan people, who continue to bravely reject the authoritarianism of President Ortega and his inner circle."
