The Commodity Futures Trading Commission (CFTC) has announced the appointment of Christopher L. Skinner as the CFTC’s Inspector General. According to the official announcement, Mr. Skinner brings 15 years of IG experience to his new role, including leading and managing Offices of Inspectors General and conducting various investigative tasks.
Mr. Skinner's previous experience includes serving as the Inspector General at the Federal Election Commission (FEC) since 2019. During his tenure at the FEC, he managed a significant budget and oversaw the day-to-day operations of the OIG. He implemented various improvements, including developing internal policies and procedures, modernizing the hotline system, increasing the OIG budget, and restructuring the office for enhanced efficiency and internal controls.
Before his time at the FEC, Mr. Skinner held positions at the Office of Naval Research (ONR), where he served as deputy inspector general and assistant chief of inspections. His involvement in the Council of Inspectors General on Integrity and Efficiency (CIGIE) showcases his commitment to promoting integrity and effectiveness in government operations.
Mr. Skinner's educational background includes a Master of Business Administration from the University of Mary Washington and a Bachelor of Business Administration from Radford University. He has also completed a leadership program at the Office of Personnel Management Federal Executive Institute and is a certified inspector general for the Association of Inspectors General.
The Office of the Inspector General at the CFTC is an independent unit tasked with detecting waste, fraud, and abuse while promoting integrity and efficiency within the organization's programs and operations. As per the Inspector General Act of 1978, the OIG issues semiannual reports detailing its activities, findings, and recommendations.
