Gallagher, Colleagues Introduce Bill to Sanction Chinese Firms Supporting Putin's War in Ukraine

WASHINGTON, D.C. — Chairman Mike Gallagher (R-WI) and a group of bipartisan colleagues have put forth a new bill aimed at sanctioning Chinese firms that support Russia's actions in Ukraine. The legislation, named the NO LIMITS Act, seeks to hold accountable those providing material support to Russia's military efforts.

Chairman Gallagher emphasized the necessity of imposing sanctions on Chinese firms aiding Russia, stating, "For years, the Chinese Communist Party has provided Russia with lethal aid to prop up Putin's war of aggression against Ukraine and advance the interests of this axis of authoritarian regimes."

Rep. Jimmy Panetta (D-CA) echoed these sentiments, highlighting the risks posed by the CCP's support to Russia, saying, “The Chinese Communist Party supplying modern, lethal aid to the Russian military and its associated paramilitary groups puts us, our interests, and our allies at risk.”

Similarly, Rep. John Moolenaar (R-MI) pointed out the detrimental collaboration between China and Russia, expressing, “The CCP and Russia are working together to hurt America and our allies. This legislation will increase sanctions on military firms in China that partner with Russia, as well as those who are helping modernize China’s military.”

Rep. Jared Golden (D-ME) emphasized the severity of Russia's actions, likening them to historical threats, “Russia’s aggressive push for territorial expansion is a direct threat not only to the sovereignty of Ukraine, but to the American-led security framework established after World War II.”

The NO LIMITS Act includes provisions to establish a sanction regime for Chinese firms supporting Russia's defense industry, grant discretionary authority to sanction firms involved in military modernization, and direct divestment from the Russian market. The bill aims to address the growing concerns surrounding China's collaboration with Russia and protect against further destabilization.

The bipartisan effort led by Chairman Gallagher and his colleagues underscores the commitment to confronting threats to democratic values and ensuring accountability for those supporting aggressive actions in Ukraine.
