The Department of State’s Bureau of Energy Resources (ENR) and the Department of Commerce’s Commercial Law Development Program (CLDP) have jointly announced the launch of the Carbon Capture, Utilization, and Storage: Handbook for Policymakers. This handbook aims to empower policymakers to deploy carbon capture, utilization, and storage capabilities effectively.
Geoffrey R. Pyatt, Assistant Secretary of ENR, highlighted the importance of the handbook, stating, "This Handbook is a guide to empower legislators, ministries, regulators, and state-owned companies to adopt and enforce legal instruments for CCUS deployment." Pyatt also emphasized the need for responsible deployment of CCUS and CDR technologies to meet global climate ambitions.
Pyatt further mentioned that efforts are underway to assist countries in adopting CCUS policies, mobilizing financing, deploying technologies, and reforming laws to attract responsible investment in CCUS. He added, "CCUS has a critical role in addressing emissions in challenging industrial sectors."
Stephen Gardner, Chief Counsel of CLDP, urged government policymakers and regulators to utilize the handbook's recommendations in their climate and energy pursuits. Gardner stated, "The Departments of State and Commerce encourage policymakers to apply the handbook's recommendations."
The handbook, developed in collaboration with various experts, including government agencies, industry, and academia, serves as a foundational resource for understanding policies and best practices to accelerate CCUS deployment. ENR and CLDP plan to use the guide to expand foreign technical assistance programming for countries seeking advisory services on CCUS.
The handbook, available in English and soon in other languages, along with additional CCUS resources, can be accessed online for those interested in advancing carbon capture, utilization, and storage capabilities.
