Biden-Harris administration unveils key areas for accelerated transmission expansion

The U.S. Department of Energy (DOE) has revealed a preliminary list of 10 potential National Interest Electric Transmission Corridors (NIETCs) aimed at accelerating the development of transmission projects in critical areas. This effort is part of the Biden-Harris Administration's plan to enhance the electric grid's resilience and reliability.

U.S. Secretary of Energy Jennifer M. Granholm emphasized the importance of expanding transmission to provide reliable, affordable, and clean power nationwide. John Podesta, Senior Advisor to the President for International Climate Policy, highlighted the administration's commitment to accelerating progress in transmission development. Assistant to the President and National Climate Advisor Ali Zaidi praised President Biden's role in boosting American manufacturing and clean energy, stating that the U.S. is on track to build a significant amount of new clean electric generation capacity.

The designation of NIETCs grants access to federal financing and permitting tools to support transmission development. The DOE's preliminary list includes 10 narrow geographic areas where transmission projects could be expedited. These areas range in width and length, potentially integrating renewable energy sources and enhancing transmission capacity between different grids.

The DOE is now seeking public input on the preliminary list of potential NIETCs and the Transmission Facility Financing (TFF) program. The TFF program offers direct loans for eligible transmission projects within NIETCs, supported by the Inflation Reduction Act's $2 billion appropriation. Interested parties are encouraged to provide feedback on eligible projects and project financing requirements to participate in the program.

The public comment period for the NIETC designation will close on June 24, 2024, with an informational webinar scheduled for May 16, 2024. Following Phase 2, DOE will prioritize potential NIETCs for further evaluation and expects to announce the narrowed list in the fall of 2024.

Parties interested in the TFF program are invited to share comments with the DOE by July 31, 2024, to participate in the program set to launch in 2025.
