The legislation was introduced by U.S. Rep. Mark Amodei (R-Nev.). House Committee on Natural Resources Chairman Bruce Westerman (R-Ark.) commented on the significance of this act, highlighting the importance of domestic mineral production:
"With the passage of the Mining Regulatory Clarity Act, we're codifying existing precedent and unlocking our rich domestic mineral resources. Mineral production in America is among the cleanest and safest in the world, and today we're taking steps in Congress to mine right here at home instead of importing foreign minerals and ceding control of the mineral supply chain to our adversaries. The bill aims to address the Ninth Circuit's decision on the Rosemont Copper Mine, which disrupted 40 years of mining regulatory precedent and affected mining projects in western states.
