United States and Romania sign agreement on countering foreign state information manipulation

Secretary Antony J. Blinken and Romanian Foreign Minister Luminita Odobescu convened on June 21, 2024, to sign a Memorandum of Understanding (MoU) aimed at countering foreign state information manipulation.

During the event, Secretary Blinken emphasized the robust partnership between the United States and Romania. "We’re, of course, Allies in NATO and leaders in an Alliance that is stronger, bigger, more fit for purpose than it’s ever been," he stated. He acknowledged Romania's significant contributions to NATO's focus on its eastern flank and its support for Ukraine amidst ongoing Russian aggression.

Blinken highlighted Romania's donation of a Patriot air defense system to Ukraine as a critical contribution. He also noted the collaborative efforts in Black Sea security and ensuring the continued export of food products from Ukraine. The Secretary praised Romania's leadership in civil nuclear cooperation and the development of new technologies such as small modular reactors.

The signing of the MoU marks Romania as the 19th country to join this framework aimed at combating misinformation and disinformation. Blinken underscored the importance of international collaboration in addressing these challenges: "The more we’re able to put our resources, our information, and our actions together, the more effective we’re going to be in combatting it."

Foreign Minister Odobescu expressed gratitude for the invitation and reaffirmed the strength of the strategic partnership between Romania and the United States. She outlined key areas for dialogue including regional security, energy cooperation, trade, investment, and Romania's admission into the visa waiver program.

Odobescu reiterated Romania's commitment to supporting Ukraine and emphasized the strategic importance of Black Sea security for NATO. She looked forward to further cooperation with U.S., EU, and NATO partners.

The MoU signed today aims to expand voluntary cooperation between both nations against state-led misinformation campaigns. Odobescu described it as a signal of their shared commitment founded on democratic values.

Following their remarks, both officials signed the memorandum amidst applause from attendees.
