On July 9, 2024, the House Appropriations Committee, chaired by Rep. Tom Cole (R-Ok), approved the Interior and Environment Subcommittee Fiscal Year 2025 Appropriations Act with a party-line vote of 29-25.
American Stewards of Liberty (ASL) expressed gratitude to several House members for their efforts in including amendments to the Interior and Environment Subcommittee markup that counteract the 30×30 agenda. The members acknowledged include Interior and Environment Subcommittee Chairman Mike Simpson (R-ID), Appropriations Committee Chairman Tom Cole (R-OK), Representatives Michael Cloud (R-TX), Jake LaTurner (R-KS), Ron Estes (R-KS), Harriet Hageman (R-WY), and Western Caucus Chairman Dan Newhouse (R-WA).
Key amendments within the act include:
- Defunding Endangered Species Listings for species such as the Lesser Prairie-Chicken, Northern Long-Eared Bat, Dunes Sagebrush Lizard, Gray Wolf, Wolverine, North Cascades Ecosystem Grizzly Bear, and Bitterroot Ecosystem Grizzly Bear.
- Defunding ESA rules impacting fish legally held in captivity.
- Defunding the Bureau of Land Management’s Conservation and Landscape Health rule published on May 9, 2024.
- Stopping actions related to mineral resource lock-up and rejecting eight climate change executive orders.
- Defunding EPA's Proposed Clean Water Act Effluent Limitation rule affecting local meat processors.
- Halting development or implementation of guidance related to ecosystem valuation.
- Defunding US Forest Service's Proposed Old Growth National Plan Amendment.
- Requiring management of Grand Staircase-Escalante National Monument under the 2020 Plan instead of Biden’s Expanded Proclamation.
- Defunding EPA’s reconsideration of National Ambient Air Quality Standards for Particulate Matter.
- Defunding Department of Interior “Ecogrief” counseling sessions.
The bill now proceeds to the Rules Committee before being scheduled for a House floor vote. If passed with these provisions intact, it will be up to the Senate to maintain these measures against key 30×30 agency actions.
